Welcome to the homepage of the Legal Aid Department of the Government of the Hong Kong Special Administrative Region.

The Legal Aid Department was established in 1970. For over 50 years, our mission remains the same, namely to ensure that any person who has reasonable grounds for taking or defending a legal action is not deprived from doing so because of lack of means. Legal aid plays an indispensable important role in ensuring public access to justice which is a cornerstone of the concept of the rule of law. Over the years, we have been moving with times and continuously expanding our scope of services to meet the changing needs of the community. As an integral part of the legal system in Hong Kong, legal aid has and will continue to contribute towards upholding the rule of law—a core value of the Hong Kong Special Administrative Region.
